Guys, my previous post was disabling control panel in any OS, but specially for Ubuntu control panel is not same as windows interface. It is called control centre in ubuntu. So to get windows like control panel interface you have to do some tricks in ubuntu.
By default the control center is disabled. To enabled it just follow the process below:

How To Enable Ubuntu Control panel as Windows Interface?
Right-click on start Applications menu
Select Edit Menus.In left box,choose System->check Control Center in right
Alternatively,go to System->Preferences->Main menu->choose System in left and check the check-box in right.
Control Center can be launched from System menu.
